Diego Garcia de Palacio was born into a family of sailors and completed studies. He specialized in the areas of China and the Philippines (papers touching on the islands of the West); it is not known why he changed his occupation to the letters and law, but without abandoning its previous interest. He served on the Council of the Indies and in 1572 was appointed prosecutor of the Audiencia of Guatemala. Within two months of the appointment was promoted to judge of the High Court, a position he held until 1579. In 1580 took a new position, alcalde del crimen en la Audiencia de Mexico. In possession of the doctorate in canon law, which was awarded in 1580 by the Royal Pontifical University of Mexico, he held the position of president of that institution from December 10, 1581 until December 10, 1582.
