Description:

20 manuscript leaves.Folios (12 1/2" x 8 1/2") some with the signatures of the members of the Ayuntamiento.

The matters the report dealt with are:

a) Election of the Cabildo and it's inauguration with a mass, and salary assignment.

b) The Cabildo orders to publish a broadside forbidding marriages with blacks, mulatos and other castes.

c) Don Joaquin Maniao, who was elected deputy to the Spanish Cortes, has received 4500 pesos for the trip, but he argues it is not enough. The Cabildo has no more money.

d) To combat the Independence movement, they create a fund for the benefit of Spanish soldiers, and decree the formation of a regiment 1000 men strong to defend the city.

e) Francisco Balmis was in Veracruz at this time promoting vaccination against smallpox. They decree the creation of a Bylaw for Vaccination, and that the vaccination should be free.

f) The Cabildo assigns a Honor Shield to the "Regimiento de las Tres Villas" for it's role in the battle of Monte de las Cruces, where father Hidalgo was defeated. A medal was also minted in gold, silver and bronze. They are sent to the Viceroy together with a list of the officers and soldiers that should receive it.

g) The Cabildo discusses the introduction of street lighting, and how to pay for it.
